I know that the template is considered an inherited template but, the lines read thus: " The savant retains the racial skill bonuses of the base creature, but it loses all skill ranks the base creature possessed. Recalculate skill points for the savant's racial Hit Dice according to its type then purchase its skills afresh. " make it appear as though this template can be added to an existing creature. I envision something causing the creature to release it's latent powers.
That said I envisioned the session going as follows: Serii was reading a book that pertained to the leadership of the church under Paletius her god. this book mentioned a child of hidden intelligence that would bring vast amounts of lost knowledge back to man if the child would only hone its latent powers. The book goes on to describe various life conditions that would be able to help distinguish the child and every single detail matched her life. She makes up her mind that she will ask the city of Dweomostar to help her on her quest to a temple that few if any visited anymore. with the temple being remote and just as should very few visitors reaching the temple last several weeks and includes plenty of knowledge geography and survival checks to find the remote temple. Once there she and her party are greeted by the temple caretakers and asked the purpose of their visit as they would want to teach them in anything they had knowledge of. (Part of the 3 caste system of Paletius' church the caretakers are lore keepers which double as teachers) after explaining that Serii believes she may be the child of proficy they begin a day long ritual starting from dawn to dusk in a room that receives its light only from the sun (religious meanings) after which a beam of holy light descends on Serii and envelops her as shrieks of pain echo in the temple when at last night finally descends the the light withdraws. as the group approach Serii they find her unconcious and begin to aid her when they find that her skull has become slightly enlarged with a good enough perception check and her left leg and been fractured in many places yielding her a permanent limp and the requirement of a walking stick.

This template is used for creatures, I cannot give a template which grants +10 INT to a PC, I'm sorry but I will not run an adventure where you gain a creature template. I would be fine running a PC background story related adventure tailored to your character, but I would never allow this template to be used in a normal home campaign, and this community is much stricter than my personal campaigns.

You understand as you have no Racial Hit Dice the end result would be losing all skillranks?
