It doesn't take race points, that is how many race points its worth. See the Advanced Race Guide. It effectively trades a 2rp racial trait for another 2rp racial trait.
Second, the rules say you can't take campaign specific traits, not any campaign traits. Trap Finder does not interact with any campaign specific entities, such as Favored Son/Daughter, which is reliant on campaign specific NPCs. If all campaign traits are restricted, please update the rule.
